Jim served proudly in the U. S. Navy for 27 years as a yeoman and retired as a chief petty officer. He, also, worked at NARF and TPU at Naval Station Norfolk for 20 years. A Celebration of Jim's Life will be held at 3:00 P.M. on Sunday, Jan. 11th in H. D. Oliver Funeral Apts., Norfolk Chapel. The family will greet friends from 2 to 3:00 P.M. before the service. Burial will be on Monday, Jan. 12th at 11:00 A.M. in Albert G. Horton Veteran's Cemetery in Suffolk. on January 8, 2015.5

She is survived by her loving husband, James E. Rigg (U.S. Navy, retired, formerly of Alderson), with whom she had shared 56 years of marriage; six children, James Rigg of Jacksonville, Fla., Cherryl Hartman of Norfolk, Edward Rigg of South Boston, Va., Richard Rigg of Chesapeake, Va., Patricia Rodriguez of Virginia Beach, Va., and John Rigg of Virginia Beach; 14 grandchildren; nine great-grandchildren; and two sisters, Rebecca Parker of Alaska and Nancy McCallister of Florida. Joan was preceded in death by a daughter, Constance; and a great-grandson, Corey. Joan was well known for her skills at cooking, baking and sewing. Many friends, neighbors, co-workers and naval personnel enjoyed countless meals, breads, pies, cakes, cookies and other treats over the years, which “Mom” was very fond of providing for everyone who entered her home or called her “friend.” She was actively involved in Cub Scouting from 1970 to 1978, serving as a den mother for much of that time. She retired from Norfolk Public Schools in 1994 with 20 years of service as the library assistant at Camp Allen Elementary School. The family will receive friends 6 to 7:30 p.m. Monday at Cox Funeral Home, 631 Westover Ave., Norfolk. Funeral service will be 10:30 a.m. Tuesday, Jan. 15, at the funeral home chapel with the Rev. Elizabeth Taylor officiating. Interment will follow at 2:30 p.m. at Albert G. Horton Jr. Memorial Veterans Cemetery, Suffolk, Va.
