Joe leaves to cherish his memory his wife, Jackie Winn; a daughter, Debbie Rucker and husband, Wayne, of Jefferson, Md; two grandchildren, Michele and Brad Rucker, of Jefferson, Md; and two sisters, Mary Towe and Jane Womack, both of Roanoke. A memorial service will be held 1 p.m. on Thursday, May 14, 2009, at the First Church of the Nazarene, 728 Highland Avenue, S.E. officiated by Pastor Earl Robertson. Inurnment will be private. Lotz Funeral Home, 1001 Franklin Road, S.W. is assisting the family. on May 14, 2009.3
