He was a resident of the Beckley area for several years and also lived several years in Lorain County, Ohio. Other survivors include a daughter, Brandy Lee Hill of Raleigh; a son, Ian Charles Hill of Raleigh; and two brothers, Carl D. Hill of Crab Orchard and William Eugene Hill of Glen Morgan. Burial will follow in the Blue Ridge Memorial Gardens, Prosperity. Pallbearers will be Joey Rakes, Rich Rhodes, Keith Gunther, Paul Illy, Dave Heaton and John Archie. on July 21, 1992.3 He The state medical examiners office said it cannot determine if either one of the two Raleigh residents found dead from gunshot wounds in their home Friday committed suicide. Police are still waiting on results from ballistic and blood tests before deciding if the incident was a double murder or murder-suicide. Dr. Vasudeo Kshirsagar, who performed the autopsies, could not be reached Monday. His secretary telephoned him for answers to a reporter’s questions. Kshirsagar told her he was finished with the bodies and all he could confirm was that both died of gunshot wounds. “He gave all his information to the police... and it is now up to the police to determine the manner of death,” his secretary said. Kshirsagar would not comment further on the case. Charles L. Hill, 31, and Carla S. Hill, 28, were found shot to death around 9:15 a.m. Friday in their home a t 811 Burmeister Ave., police said. They were discovered by a person who was dropping their children off at the house for babysitting. Several weapons and other undisclosed evidence was recovered at the scene. The victims were last seen late Thursday night by a friend, police said. They were found in the bedroom but were not in bed, said Raleigh County Sheriff’s Detective C. B. Lilly. He referred all other questions to detectives on the scene first. Detective L. R. Bailey would not comment on where in the room the bodies were found or their proximity to each other. He said details on the positions of the bodies might help someone seeking notoriety to submit a false murder confession. Ballistic tests and blood reports may take two to four weeks to be analyzed, he said. The victims were shot in the upper body with what police believe was a small caliber handgun, Lilly said. However, he cautioned that since numerous weapons were found, only the ballistic reports will confirm if the handgun was the weapon used. The handgun in question was found away from the bodies in the same room, he said. Police would not comment on how far away or how it could be away from the bodies if one of the deaths was a suicide. Detective Bailey couldn’t speculate why someone committing suicide would shoot them self in the chest rather than the head. He said only that “you never know” what people might be thinking in such a situation. The victims lived together but were not related, Sheriff R. Mangum said. Carla Hill was previously married to Charles Hill’s brother, and she kept his name after they were divorced, he said. Neighbors expressed shock at the deaths and have no theories themselves on whether the deaths were murder or suicide. “I’ve known Charlie since he was little,” said Velma Kincaid, who lives two doors down from the Hills. “We (neighbors) have talked among ourselves, but none of us know what happened. It was a surprise to everybody. It’s sad. It’s a real tragedy.” Kincaid said Carla had previously been married to Charles’ brother Doug, who remarried, lives in Crab Orchard and has custody of their 5 year-old daughter Jessica. Doug Hill would periodically bring Jessica to his ex-wife’s house, she said. Charles Hill was previously married to Lynn Hill, and has two other children, ages 12 and 5, she said. Kincaid said the numerous weapons found in the house were part of Charles Hill’s gun collection. Phillip White, who lives across the street from the Hills, remembered Carla Hill as a friendly person who would open his gate for him when he came home from grocery shopping. Both White and Kincaid said the couple never did anything they considered suspicious and that neither of the Hills were considered dangerous by their neighbors, Charles Hill was a mechanic for Bub’s Cycle Center in Crab Orchard. on July 21, 1992.5
