A native of Beulah, W.Va., he moved here in July 2001 from Oil City, Pa. He was 98. Mr. Newell was a retired supervisor for Penelec. He served six years as a Salvation Army officer, served as Lt. Governor of the Kiwanis Club becoming a Life Member, was a 32nd degree Mason as their chaplain and choir director. Survivors include three daughters, Betty Lyons, Mary Lou Marshall and Viola Newell, all of Ocala; son, David Newell of Strongsville, Ohio; three brothers, Chester Newell of Oil City, Pa., Clayton Newell of Green Pond, N.J., and Harry Newell of Nanuet, N.Y; five grandchildren and 10 great-grandchildren. Newell of Strongsville, OH as well as several nieces, nephews, and cousins and two uncles. At her request, Funeral Services are not planned. Instead there will be a Service of Celebration of Life at the Ocala Salvation Army at a later date. Her remains will be inurned in the Salvation Army Section at Kensico Cemetery in Valhalla, NY. on November 30, 2011.3

     Donna Bell Dolby Donna Bell Dolby, 85, of Oil City, was Promoted to Glory surrounded by her loving family on July 21, 2020, following a short battle with cancer. She was born July 20, 1935, in Oil City and was the daughter of the late Vernon Don Dolby and Marian Viola Dolby (Akins). Donna attended Cranberry High School. She enjoyed knitting, crocheting, teasing her nephews & nieces, playing cards games with family and going to the cottage. She loved being a part of her grandchildren’s lives & watching her great-grandchildren grow. Donna’s early jobs were at Rollie's Pizza in Oil City, Polk State School & the Oil City Hospital. She has spent a large part of her life volunteering her time thru the Salvation Army, in MA, OH & Oil City. She helped set up & manage a Salvation Army Thrift Store in Framingham, MA, worked with her sister in OH & volunteered in many capacities at the Oil City Salvation Army. She enjoyed being a Sunday School teacher for many years, helped with cookies fund raisers, Women's Ministry and did a lot of Christmas work. Donna has sent out thousands of get well & thinking of you cards. She volunteered with the Red Cross when living in Phoenix, AZ. Donna was one of the first tenants to move into Luther Place. She lived there for 23 years, until recently, when she moved in with her daughter & son-in-law. She was sorry to leave and missed her friends there. She served multiple times as President and Treasurer of the Luther Place tenants association in the past. She was always willing to lend a helping hand to others to show Christ’s love. She is survived by two children; her daughter, Linda Lineman (Tudor) with husband Carl Sr. (Herb), and her son, Donald Cann all from Oil City. She was extremely close to her granddaughter, Tammy Bryan (Lineman), her husband Kevin & their 4 children: Hailey, Jenna & Logan & Lexi of Franklin. Her grandson, Carl Lineman Jr. & his wife Shannon & their 2 sons: Caleb & Devon live in Richmond, KY. Donna enjoyed hearing about her great grandson’s motocross racing. Also surviving are her sisters, Patricia Barr of Georgia, Major Virginia Downing, (R) of Oil City and a brother, Major Vernon Dolby, (R) and his wife Major Vicki, (R) of Oil City. In addition to her parents, she was preceded in death by two brothers-in-law. Major Paul Downing, (R) and William Barr. Friends and family will be received Monday, July 27, at Morrison Funeral Home, 110 Petroleum St., Oil City, from 6 pm to 8 pm. On Tuesday, July 28, friends and family will be received at the Salvation Army, 217 Sycamore Street, Oil City, from noon to 2 pm, with a funeral service at 2 pm with Salvation Army Lt. He was born in Oil City on February 4, 1940, loving son of Kenneth and Ida (Stahlman) Downing. Paul was promoted to glory, into the hands of God. He was surrounded by his loving family members as he entered heaven, a testament to the spirit of his beautiful soul. His love will forever be felt by those that he left behind, as he was a blessing to every heart he touched. He was a rare and exceptional person, as well as a perfect husband, father, grandfather, great-grandfather, brother, and friend. He was a 1959 graduate of Oil City High School, and attended the Salvation Army School for Officer's Training in Bronx, New York. In his earlier years, he was employed at the Pennzoil Refinery in Rouseville. Paul was a devoted member of his community and a devoted servant of God. He served as a Salvation Army minister for 42 years at various appointments in the Western Pennsylvania and Southwest Ohio regions, giving his tireless energy to those in need. His work within the church and the community touched the lives of countless numbers of people, leaving a void that will be hard to fill. He served on many public and service organizations during his years as a minister, including the Kiwanis, Rotary and Lions. He was a member of the Oil City Salvation Army Citadel, where he also served as pastor for a number of years. Mr. Downing enjoyed hunting, fishing, and baseball. He also cherished the time he spent with his loving family, especially playing card games together at the family cottage in the river community of Oleopolis. Paul loved his family as much as he loved God. He leaves behind his beloved wife of 54 years, Virginia Lee (Dolby) Downing, who he married July 1, 1960. Jinnie worked at his side during their 42 years as Salvation Army ministers, making a perfect team both in work and in life. They were seldom apart and their hearts seemed to operate as one. He also leaves behind his brother, Dave and wife Karen of Gaithersburg, Maryland; his sister, Major Kathy and husband Major Dick Lyle of Beaver Falls; a younger brother, Mark and wife Nalini of Mercer. Paul leaves a legacy of amazing children, grandchildren, and great-grandchildren: Paul and Amy Downing and their daughters, Alexandria and Madison, of Lima, Ohio; Kenneth and Patti Downing and their daughters, Anna and Keiko, of Gresham, Oregon; Marian and Rodney Raines and their sons, Treg, Trevor, and Travis, of Wapakoneta, Ohio; Jawn and Betty Downing and their children, Samantha and Jase, of Laquey, Missouri. Paul was recently blessed with two beautiful great-grandchildren, Liberty Mae and Lakin Marie, daughters of Treg and Chelse Raines of Wapakoneta, Ohio. Paul was welcomed into heaven by his parents, Kenneth and Ida Downing; a brother, Claire Laverne; his daughter, Susan Elizabeth; and his grandchildren, Baby Brother, Baby Downing, and Luke Jacob. They will be celebrating his homecoming together, making a powerful team of angels. Friends will be received Sunday (Jan. 18) from 4-7 p.m. in the Hile-Best Funeral Home, Inc., 2781 Rte. 257 in Seneca, Cranberry Township. Additional visitation will be held Monday (Jan. 19) from 10-11 a.m. in the chapel of the Salvation Army, 217 Sycamore St. in Oil City, where the funeral service will follow at 11 a.m., with Major Tom Hinzman and Major Ronald Starnes, officiating. Interment will follow in Grove Hill Cemetery in Oil City. on January 16, 2015.3
