Williams; a daughter and son-in-law, Deborah and Robert Whitt, Jr. of Big Stone Gap; son and daughter-in-law, Allen (Zeke) and Denise Williams, Christiansburg; five grandchildren, Richard A. Whitt, Boulder, Colo., Ryan W. Tilley, Twin Falls, Id., Travis Williams, Danielle Williams and Elliott Williams, all of Christiansburg; also surviving are sister, Thelma Elmore, Wytheville; sister and brother-in-law, Virginia and Hamilton Crockford, Richmond; brothers and sisters-in-law, Dan and Lillian (Dill) Allen, Salem, Hugh Ledford and Melva Allen, Bristol, Tenn; a brother-in-law and his wife, Garnett, and Virginia Williams of Christiansburg; several nieces and nephews. Funeral services will be 2 p.m. Thursday, January 21 at the Richardson-Horne Funeral Home Chapel, conducted by Mr. Carl Bean and Mr. Bobby Sutphin. Interment will follow in Roselawn Memorial Gardens. A resident of Richmond since 1947, Mrs. Crockford was 83. Stalwart in her efforts to keep public schools a viable learning environment for all students, Mrs. Crockford was a pariah to many for her stance on busing issues. Despite death threats, public rallies denouncing her personally and one attempt by the Richmond City Council to remove her from office, Mrs. Crockford looked beyond the issues of the day, calling public schools "our answer." "Whether we're going to have public education or whether we're going to lose it is the major question," she told The Times-Dispatch in 1970. "Busing has become a minor issue." Mrs. Crockford was at the center of the firestorm during a lawsuit involving an attempt by Richmond to consolidate its schools with Chesterfield and Henrico counties to broaden the effects of school desegregation. A lower court ordered the three systems to consolidate. That order was overturned by the 4th U.S. Circuit Court of Appeals. The appellate court's decision was allowed to stand when the U.S. Supreme Court split its vote 4-4 after then-Justice Lewis F. Powell Jr. of Richmond, a former Richmond School Board member, recused himself. Born in Blacksburg, Mrs. Crockford began her involvement in education and politics when she and her husband, W. Hamilton Crockford III, moved to Richmond in 1947. Involved with parent-teacher associations at J.E.B. Stuart Elementary School and Chandler Junior High School, Mrs. Crockford helped organize John Marshall High School's PTA. In 1962, she was appointed to the Richmond School Board, becoming the board's only woman, and only the second woman on the panel in history. In 1969, she was elected president of the Virginia Parent-Teacher Association, a position she held until a 1971 vote of no-confidence by the association's board of managers brought on by the politics swirling around the effort to consolidate Richmond schools with those of its neighbor counties. In 1970, City Councilman Howard H. Carwile called Mrs. Crockford and her School Board peers "reckless, foolhearted and heedless." Carwile introduced a resolution to remove Mrs. Crockford from her post as School Board chairwoman. Henry L. Marsh III, then the vice mayor, called Carwile's resolution "conceived to stimulate hatred." Praising Mrs. Crockford after the 7-1 vote that defeated Carwile's motion, Councilman James G. Carpenter said of Mrs. Crockford: "She is a person who fights for what she believes is right and who is prepared to take the consequences." Mrs. Crockford served as board chairwoman until 1972, when her term expired - the city charter imposed term limits for School Board members. Mrs. Crockford said she understood parent fears-turned-threats that she endured during the 1970s busing crisis. "We always dread what we don't know," she told The Times-Dispatch. After her service in Richmond and statewide, Mrs. Crockford served as a secretary of the National Congress of Parents and Teachers. She was a past president of the Richmond League of Women Voters and of the Virginia Health Occupations Advisory Council. Mrs. Crockford was the widow of W. Hamilton Crockford III, a veteran Times-Dispatch reporter. Survivors include a daughter, Katharine Crockford of Somerville, Mass; a son, W. Hamilton Crockford IV of Alexandria; a sister, Thelma Elmore of Wytheville; and two brothers, Daniel Allen of Salem and Hugh Ledford Allen of Bristol, Tenn. A memorial service will be held Wednesday at noon at Saint Mark's Episcopal Church in Richmond. Burial will be private. on March 26, 2001.8

Allen; four children, Norman Allen and wife, Carla, of Florida, Beverly Brooks, of Floyd, Georgia Allen, of Williamsburg, Danetta Allen, of Salem; 15 grandchildren; 26 great-grandchildren; six great-great-grandchildren and a dear friend, Thomas Campbell of Salem. The family would like to thank the Doctors and Nurses at the Salem VA Medical Center for their care and support of Mr. Allen. Mr. Epperly was born in Montgomery County, Va. on March 15, 1912 to the late William Hiley and Roberta Alice Boothe Epperly. He was a retired employee of Virginia Tech. Surviving are his wife, Ruth Inez Slusser Epperly; two daughters and sons-in-law, Ruth and Fredrick Rice, Ocklawaha, Fla; Glenna E. Jarrell and Haven Lawson, Blacksburg; two sons and daughters-in-law, Doug and Donna Epperly, Don Epperly and Tammy Keaton, all of Blacksburg; four grandchildren; five great-grandchildren. Funeral services will be 11:00 a.m. Thursday, June 25 at McCoy Funeral Home Chapel. The Rev. Jacob Mayer will officiate. Interment will follow in Westview Cemetery. In lieu of flowers, memorial contributions may be made to Blacksburg Fire and Rescue Depts. The family will receive friends Wednesday from 7:00 to 9:00 p.m. at the funeral home.
